The technical basis of health planning has changed considerably in recent years. Our experience has shown a movement away from simplistic norms based approaches which deal with inputs, to a more appropriate systems approach which deals with outputs and outcomes of the health system. The emphasis has shifted to service-orientated planning and planning for client groups.
