Joe Gray

Planning Manager

Joe is one of the first people the Babbage team goes to when they’re looking at a new project. He helps identify what the statutory limitations are and, where approval is required, Joe manages the assessments, conducts community consultation and manages the application process.

What sets Joe apart is his construction experience, his ability to identify opportunities within the environmental constraints, and to come up with solutions that meet regulatory requirements.

After gaining his Bachelor of Environmental Management from Lincoln University in 2006, Joe worked for his Master of Resource and Environmental Planning degree from Massey University while in the Waikato, passing with honours, then moved to Queensland in 2010.

While based in Brisbane, Joe worked on some landmark projects, including as environmental planner and adviser on the $20 billion Australia Pacific LNG development for Origin Energy, and returned to New Zealand in 2016 to lead the Babbage planning team.

  • Tui Mine remediation near Te Aroha for the Ministry for the Environment
  • Regulatory planning services for the Hauraki and Ruapehu district councils
